What ATOL means for a UK .flights website

Selling flights to British consumers is a licensed activity, and no domain changes that. The Civil Aviation Authority is blunt about it: the ATOL Regulations set out who may advertise and sell air travel arrangements to consumers in the UK, and unless you are an airline selling your own seats or you fall inside one of the exemptions listed in Regulation 10, you must hold your own ATOL. The rules apply to businesses established outside the UK as well, if they are advertising and selling to UK consumers.

That is relevant here because .flights is exactly the extension people reach for when building that kind of site.
