What is Xerte?
Xerte is an open-source content authoring tool aimed at education and e-learning developers, originally created at the University of Nottingham and now maintained by The Apereo Foundation. It is licensed under the GPL and has been in active use across UK higher and further education since its first release in 2008. The platform runs on PHP and MySQL.
The toolkit, often referred to as Xerte Online Toolkits or XOT, lets educators build interactive learning materials, structured pages, quizzes, video and audio embeds, drag-and-drop activities, and SCORM-compliant exports. Authored content can be embedded into virtual learning environments such as Moodle, Canvas, Blackboard, or any SCORM-compatible platform, or shared as standalone web pages.
Xerte is genuinely niche. It is not a learning management system in itself. Rather, it is the tool used by lecturers, instructional designers, and learning technologists to produce the interactive content that lives inside an LMS. The 365i one-click installer includes Xerte for institutions, departments, and independent education developers who want to host their own Xerte server rather than rely on a centrally provided one.
365i’s editorial review of Xerte
Xerte is an application most people have never heard of, and the people who have heard of it are usually working in higher education. It\'s a content authoring tool: you use it to build interactive learning materials, quizzes, structured lessons, and SCORM packages, then you publish them into Moodle or another LMS for students to actually use. It is not the LMS itself. That distinction trips people up regularly.
What works well: Xerte is genuinely good at what it does. The page-based authoring model is logical for educators (much more intuitive than building H5P content from scratch), the SCORM export works reliably, the quiz and interactive activity templates cover what most educational content actually needs, and the platform has been refined by people who teach for a living. The Apereo Foundation maintains it properly, and updates ship regularly.
What\'s annoying: documentation aimed at the system administrator is thin. The application assumes you have a learning technologist setting it up, and there\'s an unspoken expectation that your institution has a central Xerte deployment. Independent developers and small training providers can certainly run their own, but you\'ll do more reading than you\'d like during initial setup. Authentication options are reasonable but not as polished as a modern SaaS LMS, and the user-management UI is functional rather than slick.
"Xerte is the right tool when you specifically want to author SCORM-compliant interactive content for your own LMS rather than locking your content into a SaaS authoring tool. It\'s niche, it\'s academic in flavour, and it\'s very good at what it does. Don\'t expect a polished SaaS experience, do expect a tool that produces content you can take with you anywhere SCORM is supported."

On hosting: Xerte runs comfortably on our shared hosting from £5.99/mo for individual developers and small training providers. PHP 8.1 is the version we\'d recommend pinning to (the project tests against it more thoroughly than 8.3 in current releases), MySQL 8 is fine, and 256MB PHP memory is plenty. The file footprint depends on how much media you embed in your learning materials. Video and audio uploads can grow quickly, so plan disk usage with that in mind.
For institutional deployments serving multiple authors and many concurrent students rendering published content, cloud servers from £9.99/mo make sense. The bottleneck is rarely the authoring workload, it\'s the publishing endpoint when published learning materials are accessed simultaneously by hundreds of students starting a module on the same Monday morning. A cloud server with tuned PHP-FPM and a CDN in front of the published content folder handles that pattern much more cleanly.
One practical tip: Xerte\'s default file upload limits are conservative. If your authors are embedding video, raise PHP\'s upload_max_filesize and post_max_size in php.ini, and set the corresponding values in Xerte\'s admin. We can help with this as part of 7-day expert support. Also, set up CDN for the public-facing learning material URLs so that a successful module doesn\'t crater your bandwidth on the day everyone takes the quiz.

Where Xerte Fits
Best for
Higher and further education institutions, learning technologists, instructional designers, independent education developers, and small training providers who want to author SCORM-compliant interactive learning content. Anyone producing content for Moodle, Canvas, Blackboard, or any SCORM-compatible LMS who values keeping the authoring tool self-hosted rather than locked into a SaaS provider.
Watch for
Sysadmin documentation is thin and assumes institutional context. Authentication options are reasonable but less polished than SaaS LMS alternatives. User-management UI is functional rather than slick. Default file upload limits are conservative and need raising for video. Niche enough that finding non-academic third-party support is hard. Apereo Foundation maintenance is steady but release cadence is slower than commercial alternatives.

A Xerte case from our books
An independent training consultancy in the South West joined us in 2024. They produce SCORM-compliant compliance training packages for around 40 corporate clients across financial services and professional services. They had been authoring content in Articulate Storyline at roughly £1,400/yr per author seat, with three authors, and were looking to reduce per-seat costs. SCORM export quality and content portability were their main requirements.
We installed Xerte on their shared hosting at £5.99/mo, pinned PHP to 8.1, raised the file upload limits to 256MB to handle their video assets, set up SSL on a dedicated authoring subdomain, and helped them set up shared author accounts with proper role-based permissions. We also set up CDN handling for the published SCORM packages so client deployments didn\'t hit the origin server during peak training periods. Total setup time was around eight working hours.
They cut authoring tool licence costs from roughly £4,200/yr to £0 plus our hosting fee. Content portability across their 40 client LMS deployments improved because Xerte\'s SCORM export tested cleanly on every platform their clients used. The team needed about six weeks to feel as productive in Xerte as they had been in Storyline, with most of the friction in the first fortnight as they learned the page-based authoring model.
What we would tell anyone in the same spot: budget six weeks for the team to get fluent. After that, the savings are real and the content portability is a genuine improvement.
Anonymised at the client's request. Industry, scale, and timeline preserved.
What we look for in learning management systems hosting
Learning management systems are the heaviest "ordinary" web app most schools and trainers run. Bulk enrolments, video uploads, gradebook calculations, and concurrent quiz attempts all push parts of the stack. We size PHP memory at 512MB minimum, raise upload limits to handle SCORM packages and video, and recommend a managed cloud server with Redis for object caching once active learner count crosses a few hundred. Cron is mandatory and we set it up at install rather than expecting administrators to do it themselves.

Beyond Learning Management Systems, our one-click installer covers 79 open-source PHP applications across 27 categories. A small selection from across the catalogue:
Xerte Hosting FAQ
Common questions we hear from people running Xerte on our hosting.
Xerte runs on PHP 7.4 or later (PHP 8.1 recommended, as that's the version the project tests against most thoroughly in current releases) plus MySQL 5.7 or later. Our shared hosting includes PHP 8.5 by default with PHP 8.1 selectable per site, MySQL 8, and 256MB PHP memory. For institutional deployments with many concurrent published-content viewers, cloud servers from £9.99/mo make sense. File upload limits will likely need raising for video assets.
Yes. Xerte is in our application installer alongside the rest of the 365i catalogue. The installer creates the database, places the files, and walks you through the initial admin setup. End to end, allow about 25 minutes for a fresh install plus configuration of file upload limits and authentication settings. Documentation aimed at sysadmins is thin, so we'd typically schedule a short setup call to walk through the institutional or business-specific configuration choices.
No, and this trips people up regularly. Xerte is a content authoring tool. You use it to build interactive learning materials, quizzes, and SCORM packages. Those packages then get published into a learning management system like Moodle, Canvas, or Blackboard for students to actually use. If you need a full LMS to deliver courses, track student progress, and manage enrolments, install Moodle alongside Xerte (we offer both). If you're only publishing into someone else's LMS, Xerte alone is enough.
We provide hosting-layer support 7 days a week including evenings, weekends, and bank holidays. That covers PHP version pinning, MySQL, file upload limits, SSL, DNS, CDN handling for published content, backups, and migrations. We don't do Xerte content authoring, instructional design, or SCORM debugging at the application level, that's educational technology work. The Xerte community and Apereo Foundation are the right place for application-specific questions. Datacentre infrastructure is monitored 24/7.
Yes, free of charge as part of our migration service. Send us your current host's FTP details, the database export, and any custom templates or branding files, and we'll move the install across. We'll preserve URLs where possible to keep links from existing LMS deployments working, set up SSL, and test the published-content endpoints before cutting DNS over. Most Xerte migrations take three to seven working hours depending on the volume of authored content and embedded media.
H5P is browser-based and runs inside an LMS like WordPress or Moodle, no separate authoring server needed, but the authoring experience is more fragmented. Articulate Storyline is desktop-based, polished, and expensive (around £1,400/yr per seat). Xerte sits between: a self-hosted web application with a page-based authoring model, free of licence cost, and good SCORM portability. For institutions producing a lot of content with multiple authors who can share a server, Xerte's economics are usually better than Storyline. For a single author producing the occasional package, H5P or commercial tools may be simpler.
