waw.pl or warszawa.pl: two Warsaw domains, one choice

Both waw.pl and warszawa.pl are offered, one using the airport-style abbreviation and the other the full Polish name of the city. They are separate namespaces, so the same name can be free on one and taken on the other, and neither is more official than the other.
waw.pl is the shorter of the two and the one Varsovians read without reading, which makes it the better address to say out loud or to print. warszawa.pl is the one an outsider will understand, because Warszawa is the city's actual name in Polish and Warsaw is only the English version of it. Check both before you commit to either.
The rules are the ordinary .pl ones. No Warsaw address to prove, no Polish company to register, no residency test: the .pl regulations set no eligibility criteria at all and deal openly with holders outside Poland.
